Add README.txt to imagej2 and imglib repositories

Description

Github likes a README.txt at the toplevel that describes the purpose of the repository and so on. We should add such a file to both imagej.git and imglib.git on at github.com/imagej.

I added a simple README.txt to the ImgLib repository in  commit fe8cb21.

The ImageJ2 repository already contains a README.txt, but it was written with the 2.0.0-alpha5 release in mind, and needs to be updated. I will update the readme as part of the 2.0.0-beta1 release, and then this ticket will be finished.
